Idk. The only way it seems possible is to transfer an emoticon into a .swf, add sound, then display the swf on a post...So it is possible in a way, but then it ends up not being much of an emoticon...but more of an obnoxious little picture.

That is true, but then its no longer an emoticon, its content posted in a post. For it to be an emoticon, you must actually be able to insert it into the forums.
